Yes, boats and trailers can be towed on The Toll Roads. If paying with FasTrak or an ExpressAccount, the license plate of the boat or trailer must be registered to your account - which can be done online or by using our free app. California State Highway laws also apply on The Toll Roads, therefore any vehicle pulling a boat or trailer must follow the same rules and regulations as on the regular highways. Boats and trailers cannot be towed on the 91 Express Lanes, the 10-mile tollway in the median of the 91 freeway, which is run by a separate entity.
No. All vehicles on The Toll Roads must pay a toll. However, some tolling agencies in California offer discounted rates or free rides to carpooling and/or high occupancy vehicles and it is a driver's responsibility to know the toll rates and unique rules of each toll facility they use.

In order to drive The Toll Roads, a vehicle without a license plate must pay using FasTrak and have a transponder properly mounted to the windshield. It is illegal to drive The Toll Roads in a vehicle that has no license plates and no FasTrak transponder. CHP patrol our roads to enforce this law.
There are five ways to pay tolls incurred on The Toll Roads:
FasTrak tolls are $1 less than the account toll rate. And, a FasTrak transponder allows accountholders to pay tolls electronically on every tolled bridge, lane and road in California. FasTrak drivers affix the transponder to their vehicle's windshield and when they pass through a tolling point the toll is automatically deducted from their account, which is prepaid using credit card, check or cash.
Currently there are two ExpressAccount types that allow for electronic toll payment without a FasTrak transponder. Photos of a vehicle's license plates are used to record transactions and tolls are charged to a credit card (Charge ExpressAccount) or invoiced at the end of the month (Invoice ExpressAccount). An ExpressAccount may only be used to pay tolls on the 73, 133, 241 and 261 Toll Roads. The ExpressAccount toll is the account toll rate. Note: Starting July 1, 2019, ExpressAccounts will begin the upgrade to FasTrak. FasTrak offers the convenience of ExpressAccounts, but with added perks, like the ability to drive any tolled bridge, lane or road in California. The transition will be complete by October 1, 2019.
The option to pay tolls online was created for area visitors and infrequent users of The Toll Roads. Within 5 days before or 5 days after driving The Toll Roads, tolls can be paid using The Toll Roads free app or online at TheTollRoads.com.
If you have a FasTrak or ExpressAccount you can temporarily add the vehicle's license plate number to your account and transfer your transponder (if you are paying with FasTrak) to the vehicle.
Most rental car companies offer a toll payment program for paying tolls on The Toll Roads, but before driving a rental car on The Toll Roads it is recommended to ask the rental car company how tolls are processed and fees are assessed. Additionally, some Avis and Budget car rental locations in California have certain vehicles equipped with FasTrak transponders that allow drivers to use any tolled bridges, lanes and roads in California with a nominal fee. If the driver does not have FasTrak or an ExpressAccount and does not use the One-Time-Toll payment option, a violation will be processed for each transaction. A violation penalty will be assessed in addition to the toll, consistent with our current policy for non-payment.
